🗺 A Quick Recap – What is Regulation 19?
16a – Hammonds Farm:
– 3,000 houses
– 500,000 sq ft of commercial/industrial buildings
16b – Pigeon (Columba Park):
– 500,000 sq ft of additional industrial space
– 88 HGV docking bays
Together, these will forever alter the character of East Chelmsford and its surrounding villages.
🧾 Why Object Again?
Over 10,000 people objected during the second round in 2024 — but many may not realise that they must object again in this third and final consultation.
This Regulation 19 consultation is legally distinct and focuses on three technical questions:
- Is the plan legally compliant?
- Has Chelmsford met its Duty to Co-operate?
- Is the plan ‘sound’? (positively prepared, justified, effective, and consistent with national policy)

- ❌ Traffic Chaos – A414 and A12 are already gridlocked
- ❌ Environmental Damage – Wildlife and protected sites at risk

- ❌ Flawed Process – Viable alternatives ignored
- ❌ Flood Risk – Increased danger to homes and villages
